[People involved in the attack on the WTC slipped away, because of the rules of prosecuting, when we treated the jihad movement as merely an isolated case of a criminal act, instead of as being part of a war. Obama would downgrade the counter-jihad to not being a war, but a prosecution of particular acts, which would make it impossible to fight the war. ]
